Federal funds are provided to CTE programs through the Carl Perkins Act. The act was just reauthorized (Perkins IV), and one of the significant changes is with respect to special populations. This includes students with disabilities. Transition specialists who work with CTE students should be aware that there are indicators of performance, as well as mandates of funds to be spent on students that qualify as special populations. While the Perkins legislation is long, we have identified those parts of the document that relate to special populations.
